What is ARPA money supposed to be used for?
Eligible uses of these funds include:
- Responding to the public health and negative economic impacts of the pandemic.
- Providing premium pay to essential workers.
- Providing government services to the extent of revenue loss due to the pandemic.
- Making necessary investments in water, sewer, and broadband infrastructure.
Cities and towns that serve populations under 50,000 and did not receive a direct allocation from the U.S. Treasury (Treasury), are eligible to receive funds to respond to the COVID-19 emergency, mitigate the fiscal effects of COVID-19, and support job creation in their communities.
Territories will receive a total of $4.5 billion in a single payment. Recipients must obligate the funds by Dec. 31, 2024, and spend them by Dec. 31, 2026.
ARPA Stabilization subgrant funds may only be used for one or more of the following purposes and as indicated on the survey: Personnel costs, benefits, premium pay, and recruitment and retention. Rent or mortgage payments, utilities, facilities maintenance and improvements, or insurance.
If a municipality has not obligated its ARPA SLFRF funds by the end of 2024, they will have to return the funds to Treasury.
