Scanning film, slides or negatives, will most always produce better digital images than scanning prints and photos. Slides & negatives are the original. Prints are second generation copies of the original film and do not contain as much information or detail as the negative they were made from.
First, everyday flatbed scanners aren't ideal for scanning photo negatives because those scanners typically aren't backlit. Photo negatives project when light is shone behind them, so you'll need to be creative with helping your photo negatives project their images, which will allow the flatbed scanner to capture them.

Does CVS keep film negatives? No, CVS sends your film to be developed in a third-party lab. They develop, print and scan your photos and throw away the negatives at the end. So, you won't get your negatives back, but they won't keep them either.
The good news is that you can still develop certain film formats. But your success level in developing film to get good-quality prints will depend on the age of the film, the format it's in, how it was stored, and whether a local store has access to the proper chemicals.

Set your Image Type to 24 or 48-bit Color for color negatives, 8 or 16-bit Grayscale for B&W. Setting your resolution will depend on what you want to use the scan for.
